The book is incorrectly marketed as the answer to the much-publicized turmoil and decline in prestige of the Los Angeles Police Department. It is really a collection of old surveys conducted by the author at the request of the late Chief Gates. If you can visualize the complaining against supervisors by subordinates since time immemorial then you have the gist of this book. The author does make valid points regarding the decline in prestige of the LAPD but, I suspect, only incidental to publishing the redundant, boring surveys.
