I found this book well worth the read, and would recommend it to anyone wanting to know more about FMD in general, and Britain's response to it in particular. I remember well the 2001 FMD outbreak in Britain, but (being American) didn't follow the particulars as to why Britain relied on culling versus vaccination. This book explains how the culling policy came into being and why it persists to this day, and gives a well researched history of FMD in Britain from 1839 to 2001 in the process. As an aside, I found it interesting that this book is, essentially, Abigail Woods' PhD dissertation, so kudos to her and her adviser for recognizing that it deserved to be published in book format and available to a larger readership.
